AP ESR Introduction

There is an increasing demand for monitoring and slow control of modules, power crates, cameras etc. during the setup and actual experiments at the ESR. For most parts, these tasks are disconnected from the actual event based data acquisition. It is therefore planned to have a seperate, expandable, for control and monitor.
